DEMOCRATIC SECURITY IS NOT CONTRARY TO INDIVIDUAL LIBERTIES

Bogotá, November 20 (CNE) – The policy of Democratic Security designed by the the current Government does not intend to cut out individual liberties. On the contrary, the program is destined to protect Human Rights from criminal aggressions.

During the international seminary of Individual Security and Liberties, Colombia’s Head of State explained the objectives of his project designed to recover Democratic Security, and manifested that, now a days, the thesis that suggests that security and individual liberties are opposite concepts is loosing validity.

"Such perspective must not exist on democratic societies, mainly because the risk to suffer the consequences of violence is a daily possibility," Uribe affirmed.

He added: "The concept of security must be considered as the possibility all citizens have to enjoy their Rights: integrity, spiritual and physical liberties, labor, recreation, and other areas of personal development."

Moreover, the President manifested that individual freedom and citizen security are two elements of the same idea and, perhaps, two ways to express the validity of Democracy. The first, as an essential instrument, and the second, as a mayor goal. "Security that can not be translated into freedom lacks ethical value," he pointed out.

Uribe defended the measurements adopted under the State of Internal Concussion to face violent actions, and reiterated that not one of them attempt against Colombians’ main liberties.

"To harmonize security and liberty, we appealed to the State of Internal Concussion. We have regulated, and sometimes restricted in a moderate manner, the exercise of some liberties and guarantees. However, any fundamental right has been suspended," the Head of State informed.

Likewise, Uribe sustained that all measurements destined to recover Democratic Security are patrolled by organisms of control.

"The faculty authorities of the Rehabilitation and Consolidation Zones have to condition transit doesn’t impede honest citizens to travel. On the contrary: the measurement protects individuals from criminal aggressions," the President expressed.

Finally, the Head of State assured that in a country like Colombia, currently affected by terrorism, citizens "must face certain inconveniences as long as they are not out of proportion."
