NEW REGULATIONS TO AVOID THE EVASSION OF CONTRIBUTIONS FOR HEALTH

Bogotá, October 29 (CNE) – The National Government ordered 2400 Decree with the purpose of controlling the indiscriminated affiliation and the evasion of contributions to the Health General System of Social Security.

The new decree, expired on October 25, 2002, modifies some articles of 1703 Decree (August 2, 2002), which manifest that the dependent contributors’ payments or additional members can only be discounted from the contributors’ payroll.

Through the latter, the contributors could affiliate additional members directly to the Health Development Companies (HDC), with no control of the employer.

This situation generated an indiscriminated affiliation of people to the system without controlling efficiently the payment of services.

The new decree sustains that individuals that owed payments could rejoin the Health Development Companies when paying their obligations without loosing antiquity.

Moreover, the measurement sustains that independent workers will have to declare their real wages in order to benefit from the services. The basic income shall be determined by the correspondent HDC according to the current regulations, in a period of time inferior to a calendar month.
