The National Government informs:

1. The Fenix Operation was based on a political decision adopted by the Colombian Government, according to its fight against terrorism. During its development, a military operation against a legitimate target was implemented, with strict adherence to international humanitarian law.

2.  The Colombian State expresses that the judicial process lead by Ecuador against senior Colombian officials, for the antiterrorist military operation, damages different laws and principles of international law.  Therefore Colombia emphatically expresses the lack of jurisdiction of the Ecuadorian State related to the alleged individual or personal responsibility of public officials or employees who were involved at the Fenix Operation.
