“Remember that terrorism has no frontiers”

That was what President Uribe told to the Latin-American lawmakers, gathered in Cartagena. Trough them, he asked for comprehension in order to help Colombia to defeat terrorism and keep it away from other countries. He talked about the intangible achievements of the Democratic Security Policy, a struggle made with ordinary laws.

Cartagena, March 27 (SP). “Help us overcome these difficulties. Remember that terrorism has no frontiers. Has no heart. Terrorism has no different allies that crime. Today it murders here, tomorrow it murders beyond the frontier. Today is for us, tomorrow for you. Help us all in this battle; this is a legitimate battle of the Colombian people.”

This way, President Uribe asked for cooperation from the international community, so Colombia can defeat terrorism and avoid this issue to expand to other countries.

“With your help, the moment for Colombia to completely live in peace, will be closer”, pointed the Head of State during the opening of the Forum of Legislative Power Presidents of Latin America, gathered in Cartagena.         

Intangible Achievements

In detail, the leader, presented to the audience the principles and intangible achievements of Democratic Security in Colombia.

Among these achievements, he highlighted the recovering of the State’s monopoly to figh violence, in a way that “Colombia has defeated paramilitarism and weakening guerrillas”.

Pointing that Colombia has face a rich terrorism, fed by drug trafficking, Uribe talked about the demobilization of 50 thousand members of terrorist groups, in a Government that “has been so firm to fight them as so generous to reintegrate them”.

“You can imagine the effort that we have made to finance education, reintegration to the constitutional life. Of the, 35 thousand were members of paramilitary groups and more than 15 thousand of guerrillas”, he pointed.

He said that other intangible achievements of Democratic Security are recovering of the justice monopoly and regaining the trust of the citizens in legitimate authorities.

He also stressed that before “there was no loud talking about the victims” and they “did not claimed because they think it was useless or they were scared”, now “Victims’ reparation is one of the priorities of the national life”.

A battle done with ordinary laws

He also highlighted a fact that honors the Rule of Law: the battle that Colombia has faced has been done with ordinary laws, and not with State of Siege laws.

“The thing that allows us to say that this is a democratic concept of security is that we have not used extraordinary State of Siege power for this security. We have done it with ordinary laws, with full respect for freedom, with the goal of efficiently and equally protect all the voices of Colombia”, he said.

And he added “Our security is for those who support the Government and those who oppose to it. Our security is for the business man, for the worker. Our security is for all Colombians and we provide it with all the constitutional guarantees”.

Why are they terrorists

At the end, the President exposed the reasons that the Government of Colombia has to tag the violent groups of the country as terrorists.

“They are terrorists. They are terrorists because they fight a democracy. They are terrorist because they support themselves in drug trafficking. They are terrorist for the way that they violent act”, said the leader.
