He also said that the right of the people who live near the border to have unlimited integration is superior to the competence of the governments to promote laws or direct decree.
Bogotá, October 21 (SP). “You can be sure, dear fellow citizens from Norte de Santander, that we will spare no efforts for Colombia to be able to completely normalize its relations with the international community”, President Álvaro Uribe Vélez said this Wednesday , during a tribute to Senator Efraín Torrado, in the Gonzalo Jiménez de Quesada Convention Center in Bogotá.
The Head of State highlighted the Senator’s contribution to the country through his support to social programs and the Democratic Security policy. At the same time, the Leader reiterated his commitment with Norte de Santander and regretted the fact of people not being able to live in border zones with exchange freedom.
He added that the right of the people who live near the border to have unlimited integration is superior to the competence of the governments to promote laws or direct decree.
“We believe that the rights of the citizens of the border are natural rights, which go beyond and must be imposed over the positive legislation decisions of the states; laws and the decrees of the governments must respect the natural right of the inhabitants of the border zones, to live completely integrated”, the Head of Stated said. |
